According to Minister of Labour, War Invalids and Social Affairs Dam Huu Dac, in 2008, the compulsory social insurance scheme attracted 8.527 million people, representing 70 percent of the social workforce and up 4.3 percent compared to 2007. Voluntary social insurance buyers, meanwhile, exceed 6,200.

Last year, the social insurance budget collected 29.3 trillion VND of premiums, a year-on-year increase of 23 percent, including 9.5 billion VND from voluntary social insurance.

During 2007-2008, 14 decrees, 22 ministerial and inter-ministerial circulars and 4 decisions were issued, guiding the implementation of the Law on Social Insurance, Dac said.

Also at the seminar, participants recommended measures to improve law enforcement, including raising employers and employees’ awareness of social insurance, and improving related legal documents.
