Internet telephone director arrested

Police arrested General Director of HCM City-based One Connection Internet (OCI) Tran Huynh Duy Thuc on May 24 pending investigation of OCI for telecom charge theft.

OCI is accused of illegally providing Internet-based telephone services in the form of phone to phone and committing economic security-related violations.
According to the HCM City Department of Information and Telecommunications, Vietnam doesn’t allow phone-to-phone Internet telephone services.
The department said that OCI distributed two kinds of pre-paid phone-to-phone cards, Vietvoice and Ring – Voiz, enabling fixed phone and mobile subscribers in the US, Australia and Canada to make calls to Vietnam, without the permission of Vietnamese authorities.
OCI advertised this service on some websites like www.oci.com.vn, www.vietvoice.vn and www.ring-voiz.vn.
In February 2009 alone, OCI provided 240,804 minutes of calls to Vietnam, worth nearly VND133 million, equivalent to $7,800. The firm has also submitted false reports declaring one million fewer telephone minutes.
In late March 2009, the HCM City Department of Information and Telecommunications levied the administrative fine of VND20 million on OCI. On April 8, the agency seized equipment facilitating OCI’s phone-to-phone service in HCM City.
OCI implored the Ministry of Information and Communications to urgently intervene, saying that it was being interfered with by the HCM City Department of Information and Communications. However, the ministry confirmed that OCI had committed violations.
On May 19, the HCM City Department of Information and Communications decided to suspend the VND20 million fine pending further investigation.
