Hanoi on Tuesday adjusted the working hours of educational institutions in the capital city, before the new hoursÂ that aim to reduce traffic congestion becomes operative citywideÂ in February.
Even as the date closes in, many people are skeptical about how effective the new policy is going to be, although it will affect the daily lives of millions of people, the Tien Phong newspaper said in a report.
According to the plan of Hanoi government, the working hours will change for students, state office workers and commercial and service centers in ten downtown districts and the two districts of Tu Liem, Thanh Tri.
One group, comprising high school, college and university students will study between 7 am and 7 pm. The second group, including younger students and state office workers, will have their hours adjusted to between 8 am and 5 pm. The other group, except for banks and financial centers, will work between 9 am and 7 pm.
Other places will retain their current working hours.
The plan has been approved by Prime Minister Nguyen Tan DungÂ and will takeÂ effective starting February 1.
Nguyen Hiep Thong, deputy director of Hanoi Department of Education and Training, said the new working hours will affect the life of many people, especially students.
“When 1.5 million students in the area are directly affected, their 1.5 million families will also be affected,” Thong said.

He also said the new schedule might not address the problems. Students are not the main factorÂ as the city traffic situationÂ was still in a mess over the past days when almost all students are having a break at home ahead of the Lunar New Year holiday, he noted.
To facilitate the new working hours, the municipal administration also plans to adjust the time of many public bus routes, shifting their peak hours half an hour earlier in the morning to 6 am and one hour later at night to 7:30 pm.
The time difference betweenÂ buses on manyÂ routes will be narrowed from ten to seven minutes.
