LookAtVietnam Bridge – LookAtVietnam talked with Directors of the HCM City and Da Nang Departments of Home Affairs. In HCM City, there is a wave of talent leaving State agencies; while in the other, Da Nang, authorities have been hugely successful in attracting professionals to work for State agencies.

Many State employees and officials have recently quit their jobs to work for non-State organizations. The minimum wage paid by non-State agencies is up to $300, much higher compared to State organs. This is a matter that a locality can’t solve.
The working environment of the State sector is problematic, where staffers can’t bring into full play their knowledge and ability. The reason is policy-related problems, not leaders of State agencies. In each agency, personnel appraisal and promotion is conducted by process, which involves many divisions. It is difficult for personell to solve problems and implement solutions because they are not empowered to do so; they must instead deal with a complicated bureaucracy first
We have submitted the scheme to build a new urban government in HCM City which includes measures to deal with these problems. Under this scheme, Directors of State departments have the power to arrange personnel and all State employees in the department and lower organs are under the arrangement of the Director. The power of the Directors of State departments increases but if they don’t do their job properly, they can be discharged. This change emphasizes personal responsibility.
Currently, we organize exams to seek State employees for all State agencies in the city, but in the future, State agencies will choose their staff by themselves, based on their specific requirements. We will only ask them to publish information about their recruitment to the media.

Since Da Nang implemented its talent attracting policy, we have employed over 500 outstanding university graduates, 70 Masters Degree holders and 3 PhDs.
Our policy is successful compared to others because in the central region, Da Nang’s social and economic environment is better than others. Moreover, we recruit young talent and give them important tasks. We not only want to attract diploma holders but also outstanding artisans, technicians, coaches and athletes.
We have doubled our ceiling preferences for talents. For example, professors will receive VND100 million in allowances, PhDs get VND50 million and outstanding university graduates VND10 million when they decide to work for Da Nang. They will earn highest salaries right from the beginning, plus monthly allowances equivalent to 50% of their salary in the first two years. We have active policies to welcome talent right out of universities.
